Roofing contractor in Pueblo

Pueblo changed how roofing permits work at the start of 2026, and the office that covers a job now depends on which side of the city limits the house sits. Project Allies serves Pueblo with roofing, storm repair and contracting work.

Inside city limits

Southern Colorado Building Dept.

Outside city limits

Pueblo County Building Division

Ice barrier required

No, per the local reroof guide

Climate

High plains desert, 300+ sunny days

Two permit offices since January 2026

Effective December 31, 2025, the Pueblo Regional Building Department became the Southern Colorado Building Department, which permits work inside the Pueblo and Boone city limits. Everything outside those limits moved to Pueblo County's own Building Division on January 1, 2026. A Pueblo mailing address does not settle which office issues your roofing permit, so check the parcel first.

Licensing follows the permit office

Roofing licenses active with the old regional department carried over to the Southern Colorado Building Department. Pueblo County runs a separate contractor registration, with a passing ICC exam or prior regional license and liability insurance naming the county. Ask any roofer which jurisdiction they are registered with for your address.

What the local reroof guide asks for

A reroof needs a permit on either side of the line. The regional reroof guide, written to the 2021 codes, does not require an ice barrier here, unlike Pikes Peak Regional's rule for homes above 7,000 ft. It calls for drip edge at eaves and rakes, skips the mid-roof inspection for typical asphalt shingles, and requires a dry-in inspection for tile. Confirm the current guide with your permit office.

Sun and wind do the daily work

The National Weather Service describes Pueblo as a high plains desert with about 11 inches of precipitation a year and more than 300 sunny days. The building department's design criteria list a 106 mph residential wind load and a 20 psf ground snow load for the city. Old skip-sheathing decks with gaps over a quarter inch need new decking or an overlay, which carries its own permit and inspection.

Common questions

Questions we get before the inspection.

Who issues roofing permits in Pueblo?

It depends on which side of the city limits the house sits. Inside the Pueblo and Boone city limits, the Southern Colorado Building Department issues permits; it replaced the Pueblo Regional Building Department on December 31, 2025. Outside those limits, Pueblo County's own Building Division has handled permits since January 1, 2026.

Do I need a permit to reroof in Pueblo?

Yes, on either side of the city line. Check the parcel first so the permit comes from the right office.

Is an ice barrier required on a Pueblo roof?

Not under the regional reroof guide, which is written to the 2021 codes. That differs from Pikes Peak Regional's rule for homes above 7,000 ft. The guide does call for drip edge at eaves and rakes. Confirm the current guide with your permit office.

Does a roofer need a separate registration for Pueblo County?

Yes. Licenses active with the old regional department carried over to the Southern Colorado Building Department, but Pueblo County runs its own contractor registration for work outside city limits. Ask any roofer which jurisdiction they are registered with for your address.
